The key difference is redemption. In Saudi Arabia, the card works at FACES stores and online. In the UAE, the card currently works only at three physical stores: Dubai Hills Mall, Mall of the Emirates in Dubai, and YAS Mall in Abu Dhabi. If your UAE recipients are not near those malls, the card may be less useful.
